Fort McHenry is a tough nut to crack - its location is what makes it special, but its location also hampers its popularity. It has a a large expanse of open green space, and as a peninsula, it has great views to the Inner Harbor, Key Bridge and Cherry Hill. There's a great running/biking trail along the water's edge that's well maintained. The fort itself is always available for perusing by history buffs. It's really a scenic, unique place.
The downside is that it's only accessible by tiny Fort Avenue, at pretty much the southern terminus of the city, so unless you live in Locust Point or Federal Hill, it's a bit of a trek to get here. As such, there isn't much in the neighborhood to encourage wondering around the park. You go to Fort McHenry to go to Fort McHenry.
